There are 4 teams in each group to start off. They all play one another. Top two teams move on. Then, the remaining teams play in a bracket-style tournament, which is single-elimination.

No... the World Cup is a whole world tournament. FIFA is a international organism with more members than the United Nations, which they are divided into zones:

African
Asiatic
Europe (UEFA)
Oceanic
North America, Center America, and Caribe (Concacaf)
South America (Conmebol)

Every zone is granted different places in the World Cup Finals, which is the one taking place in Germany right now, the process starts one or two years before the main event.

During this time the members in each zone maintain games every zone has different qualification mechanism to select the squads that will qualified to the World Cup Finals.

Now in the World Cup Finals the 32 qualified teams are group in 8 groups of four teams each one, where they play round robin, each team playing three games.

The top two teams in each group qualified to the knockout round, and there is by single elimination that two teams get to play the World Cup final game. Where the FIFA World Cup is given.

And the whole process starts again.

Wrong. They play in groups of 4 teams and face each other once (three games total). The top two teams in each group move on to the next round.
