how to fix wiper arm that is in the dash?

when the car is shutoff i can move the arm up alittle pit i think it needs adjusting

There is usually an access panel. Try looking around the cowl vent in front of the windshield. There should be a couple of screws on each side to remove this panel. The cowl vent is sometimes the access panel. This generic advise since the car make and model are not supplied.
