I think this is individual. Those visiting Thailand or Sri Lanka during the tsuami had a horrible nightmare. I also think it would be a nightmare for a woman to visit an Islamic country since they restrict women so much.

The answer to your first question depends on what kind of tourist we're talking about here. If we're talking about a typical American comfort-loving tourist who wants health, stability, and security, I think Indonesia would be the worst. It has terrible sanitation and with tsunamis, earthquakes, volcanos, civil warfare, and the occasional Islamic extremist event, it would be a nightmare. However, if we're talking about a tourist who likes living on the edge and excitement, Indonesia would probably be pretty cool.
For your other question, what do you mean by worst people? If you mean least tolerant, most anal retentive, and ethnocentric people, it would be France in my opinion.

boom shoc: Colombia has a large tourist trade in Antigua one of the earliest Spanish ports in the Americas. Many tourists each year. Rest of country not particularly safe though from kidnappings etc. Worst country to visit: Nigeria

I would say France. I was there not too long ago and I was treated like crap. at the airport, hotel, restaurants, museums, stores even their cheesy Eiffel tower. They are soooooo rude and uncooperative as soon as they know you are an American.
