I know that the definition of a balk is "an attempt to deceive the baserunner (s)", but in Little League, baserunners aren't allowed to leave the base until after the ball crosses home plate. So would an umpire be allowed to call a balk even if the pitcher can't technically deceive the baserunner (s)?

Well, I got out of little league some years ago, and there was no balks, even in the majors. (the majors is mostly kids 11-12, though some were 10) I had a few times when i pitched and it definatly would have been a balk, but it was never called as one.

no, there are no balks. not until pony league, or babe ruth league do balks actually advance a runner. The batter never gets a free base on a balk.... the umpire could call a balk if the pitcher motions to home plate and does not deliver the ball. but if the baserunner does not leave until the ball crosses the plate there would not be a penalty.

A balk is a wind up with out the ball being thrown. A balk is a penalty in all base ball. So yes a balk in little league is a free base for the batter.

NO balks in Little League. If there aren't leadoffs, that means there aren't any pickoffs, and the pitcher can't balk.

In the minor league of Little League, no.

In the Major league of Little League (older kids, a little more talented), yes there are.
