Eyes.
Looks are always gonna come first. They determine if you're actually going to go up to the woman and start a conversation... and THEN you find out her personality.

Unless you are blind or behind a computer screen when you meet someone, it is literally impossible to notice anything but looks first. It is not a question of being shallow or superficial. It is just simply impossible to notice personality before looks.
Now it is possible to have someone's personality outshine their looks. I've met plenty of people who are not physically attractive, that I have become very attracted to after a short conversation. I have met even more people who are beautiful skin deep, that I wouldnt want to waste the next 20 seconds of my life entertaining.
So to answer your question, looks. Personality though weighs much more heavily in the long run.

First thing you notice is Looks.
after talking is when you know the personality.

I meet a girl on the internet and the first thing I notice is her personality...
But if I meet her in real life I look at her hair, you can tell a lot by hair.

Teeth.... she can have all the curves I like, the nice hair, eyes, lips etc.... But without decent teeth... forget it. They don't have to be perfectly white or perfectly straight... just do the maintenance.... please. That is the first thing I notice physically.
Personality wise? In one word.... pleasant.... I look for pleasant, and I look at both at the same time.

I have a wife. When I was single, I would notice a few things, not just one. Her face, her voice, her nature, her scent, her personality... I'm a lesbian, so it's not all about a woman's looks.

I am not a guy but, looks are first with about 95% of guys. It may be boobs, butt, figure, or wthe total package. But, looks are first most of the time!
