The Eb trumpet concerto was intended to be played on an Eb trumpet. Which is in a different key than the Bb trumpet. So, if you had an Eb trumpet, The note C in the music would correspond to the C on the Eb trumpet meaning that it would be an open key note. However, if you do not have an Eb trumpet, you can still play the music with a Bb trumpet, but you need to transpose it; meaning that the C is no longer a C but it is the same distance the note Eb is from the Bb note, which is 7 half steps down. So you would play C like it was the note E (Fingers 1 and 2). And you would have to transpose the entire music with that note relationship.
