Pensacola is the best beach town in Florida. There are a couple nices schools there and have some of the most beautiful beaches in the world. Pretty simple town to get around in and not really a dangerous place to be. My dad lives in Pensacola and I visit him alot. In fact I am leaving tomorrow to go spend the summer there. And my fiance is from North Dakota so I can see why you are wanting to be on the coast! He is from south of Jamestown, ND. I was just there visiting this past weekend. Where in North Dakota are you from? Good luck with whatever you decide.

There is a the small town of Cocca Beach Florida. It is on the East Coast (Atlantic Side). Orlando Florida has University of Central Florida. They are about 35 minutes away from each other.

Florida has tons of small towns near it's coast lines (and in between). Most are within driving distance to community colleges. St. Augustine is beautiful with Flagler College.
Like a previous person noted...are you sure you want to be in the land of hurricanes as we seem to get run over constantly one after another.
Your best bet to find colleges is to do a web search for the names and locations of our counties (and there are a ton), then look for the website for each for their colleges. I know down around Palm Harbor, Clearwater and Tarpon Spring on the Gulf side it is the St. Petersburg Community Colleges (SPCC). Up here in N. Florida, many counties seem to have a community college..Columbia County, Flagler County...etc.
I would stay away from the Miami area as it's size and crime has grown tremendously over the years (no offense to anyone there), but she wanted a "safe, small town". And poor Miami and Dade County are almost always in the path of hurricanes.
You might also check out California and Oregon as they both have small towns along the coast near colleges and they have good educational systems.

Florida State University. Only 90 minutes from Panama City, much closer if you go to Alligator Point or another smaller beach.

Fort Myers is on the southern west coast. It is beautiful, I know they have colleges there, but it's nothing big. Naples is south of Fort Myers and is even more beautiful, such a beautiful place to live, I visit every summer, but I don't know if there's a college there.

Are you so sure you want to move to Hurricane Alley??? If so, choose the gulf side. Sarasota is a beautiful place. Close to Tampa and Fort Meyers.
