I have seen a few of them; they have a low profile, wider tires, some are street legal/some not, they kind of look like an enduro/dual sport but tire diameter is much smaller lower center of gravity? links or brand/model will help

You might be referring to a supermotard type bike. Check out the Suzuki DRZ400 Motard on their website.
