CA Highway 1 is famous for exactly this. Especially the section between San Luis Obispo and Carmel, a stretch that includes the spectacular Big Sur Coast. CA1 is also US101 though Santa Barbara, and then again across the Golden Gate Bridge.

This will take a looongg time, especially if you take CA1 north of the Golden Gate Bridge. On US101 from the bridge to Santa Rosa should take about 50 minutes. If you go via CA1 it will take several hours.

Take the drive up the coast, it's beautiful. But it will take much longer than the freeway.
