I have heard from many people who own gas stations, telling me that the gas commission is, Rack + 1 Cents. I am not sure how that works or means.

The rack price is the price paid at the point where tanker trucks load their fuel from a distribution terminal's loading rack. Rack + 1 cent would mean they sell the gas for 1 cent more than they pay for the gas. Rack price is another way of saying the wholesale price.
