Ask him to move his car, and tell him that you are capable of caring for your own lawn. If he continues, tell him that you consider it trespassing.
Also, take a stroll down to the local police station and let them know this behavior is bothering you, and do they have any suggestions on how to keep your family safe.

Do you have a homeowner's society? If you do bring this up at the next meeting. If you don't call the police and start filing trespassing charges (yard work). Also keep a record of any and all suspious behavior he does on your property. Note, that while you dislike it, his sitting on his car in his driveway with his friends is his legal right. The only time that you can call the cops is if he is making threatening comments or if he actually commits an act of voilance. The same goes with the parking of the car on the street. You may ask him not to park in front of your house; but that is the limit. Hope this helps.

always has weird ppl over?lol there are weird ppl everywhere you look. i see 9 or 10 now. about the yard work, he may not mean any harm, you have to figure in all his other behavior with that equation. i remember bringing in my old neighbor's trash can every friday after it was picked up when i was younger, but if i was older and not too sociable with them, and i was a more than moderately unusual human being with unusual humans sitting in my car always and parked my car in front of his house, then yeah, i can see him wondering what was wrong with me. maybe casually let him know it's unnecessary for him to mow your yard or whatever, because you enjoy doing it yourself. keep an eye on the guy and maybe ask other neighbors and friends about it as well if they're cool. ask the po leese too before even making a report if you ought to. good luck

Your neighbor is an undercover FBI agent spying on you for the Homeland Security people. What have you done? He isn't doing yard work, he is listening in on phones, setting up spy cameras in your yard, and microphones all over the place. Be very careful of what you say.

Perhaps you should ask him. He would know. Maybe he feels you need his protection from yourself.
I think you have a geat imagination, but maybe you also have watched too much propaganda on T.V.
Take a break from your suspicious neighbor. You are over thinking. Or, maybe it is a Meth Lab, or Mini-explosives factory. You might write a great series from his actions.

Talk to him about. He probably thinks he is being normal, but you need to let him know to give you and/or your family so space. If anything really suspicious happens call the police immediately. He may be dangerous so proceed through these steps carefully.
