Definitely no one. The only result could be more hatred which will result in more killings and more violence from both parties.

And thing about something else. Everybody that is different today is called a terrorist. According to today's standards terrorist is not only the one that wants to cause terror but also the people who fight for their freedom or their beliefs against any government or even people that have different opinions. So where that leads us? I believe it leads us to a democracy only in papers but not in reality.

I doubt that any single group will actually win.
The act of terror will only be suppressed by total control over all human activity.
How many people do you think are willing to forgo all their supposed rights just to be free of terror.

Let's paint a picture, you are living in an urban area that has just finished installing a new tracking and identification system. The city is now the safest place to live.
All residents and commuting workers will begin queuing up for identification info chip insertion. each person will now be lo-jacked, and forget about removing it, once the chip is inserted under you scalp body temp will activate and power it. if you try to have it removed you will be expelled from the urban zone and put out into the active combat areas where your life is in your own hands and only the hardiest people survive.
So the answer is NO ONE!!!!

I don't believe the war on terror will ever end. The war in Iraq is another matter. I think we will be reducing troops there soon and will always have some troops over there for many years to come.

I don't think there is ever going to be an end to this war, I think that as long as there are many different jihads going on, this will contine to get bigger with time, We have these extremest that won't quit and think they are going to go to there Allah for killing people, they will go nowhere but the pit of hell, the bible even says, that at one point the north
will come down and fight Israel, this doesn't end until the world does, although it does say there will be a false peace for a time.

No one. For one thing, the war will never end. As long as hateful radicals exist, so will terrorism. Terrorism is as old as humanity itself. However, if we just sit back and to nothing, we just become easy targets for terrorists (take 9/11 for example).

It's going to be difficult to win the war on terror as long as civillised nations have their hands bound by politically correct morons who won't let us get on with the job in hand.

No one can win a never ending war based on the premise of gaining money. Has anyone won the "War on Drugs" yet?
