Need a lot more info, what happened? Power spike? lock up? wont boot? Unplug the cord from the machine and wait a few minutes and then try to start it, are you getting power to the computer and if yes, then are you getting power to you MB or any devices? Like I said I need a lot more info to help. Feel free to IM me - That should be worth 10 points!

Are there are beeps going on when you try to start it? Does anything come on other than the light?
IF a light comes on but not the CPU fan, then you may have killed the CPU. If the fan didn't work, then the CPU would have fried itself within a minute or so.
I would check over all your components. Try and post back and let us know as much info as you can give. Be as descriptive as possible

With the few details given, I can only think of these reasons,
The power supply is bad. Test it by either replacing it with a known good power supply or test it with a power supply tester.
I know this sounds obvious, but make sure the power cords are plugged in and that the outlet has power.
If using a surge protector, make sure the circuit breaker isn't tripped.
Make sure the cooling fans are working and unobstructed. Could be overheated.

I don't know if it helps but it sounds like the hard drive has finally retired.
before you do anything more with it pop in a different or new hard drive then try it.
if not that then could be memory if it got a knock it may be dislodged it from it's bedding.
if none of those could be the ini file corruption.
hope you get out without too much cost, because anything to do with pc's is extortionally dear.

Try to start it up in safe mode. If that doesn't provide you some information as to what is going on, take it in someplace to have it checked out. It could be any number of things going on here.

well, tell us more!
does it make any sound when you try to start it? any lights in front or back? Does the fan start?
If none of this then your source is gonne. Buy another for about 50 bucks.

Have you checked the plugs, the circuit breaker, has your electicity gone off recently that might have tripped the breaker.

plug it in and start it then reinstall windows, if that does not work leave it unplugged and then start it again then reinstall windows or if that does not work GET A NEW PC.
