Do homework, read an "intelligent" book, busy yourself with writing work like writing a story or note, surf the web..

I'd say do what you were hired to do.

If you have no work, then go ask your boss if there is something else you can do to help in another department, cross train or learn something new that will advance your career.

If worse comes to worse, punch out and go home for the day due to lack of work.

If there is that little work available, I'd look for another job.

Nothing worse than sitting & doing nothing!!!

See if there is someone that needs help with anything.

Ask a supervisor if they have filing that needs to be done.

Anything. Ask! I'm sure someone will find something for you... If you really want it, that is.
