You may be confusing the vulva for the vagina. The vulva is the outer portion of the female genitalia and consists of the major and minor labia, and the clitoris. It is normal for this area to be dry.
The inner genitalia is the vagina. It should be moist and smooth because of the mucus membrane and the secretions of various glands. This can vary depending on your age and your menstrual cycle.

I think you need to see a doctor, sister. Definitely shouldn't be rough and hard. Never felt anyone else's, but thats not what mine feels like.

Apply some cold cream or moisturiser after shaving pubic hair.

pubes can be rough and hard, but your fleshy bits shouldn't be, if they are, get them looked at by someone professional
