Do you have all your vents open? What about your cold air returns,are they clear or blocked? If both the cold air returns and the regular vents are all open maybe there is a blockage in one or more of the ducts. Call your installer or service man.

Could be a number of things such as those mentioned above:
The most likely, from your statement that it was run without a filter, is that the exchange unit(coils) in the air handler have become fouled with dust/dirt buildup which is not allowing proper air flow across the coils. The most logical starting place is to check this and clean the coils. Put in the proper filter - either at the bottom of the air handler unit or at the air returns in the house. It is also possible that the filter in the air handler unit just needs cleaning. I have seen instances where there were no filters in the room air returns but there was one in the air handler.
Sometimes there are filters in both locations - so explore this.
The next thing would be to clean the coils on the outside unit. They too can become fouled by dirt/dust over time.
If someone tried to balance flows within different rooms in the house, they could have reduced the air flow to a point that would
allow the coils to freeze. Open all the supply ducts in the rooms in the house.
If these things do not help with the problem, you most likely have a mechanical problem. Call a service tech.

I had the same problem last year. It can be a number of things. You should have a reputable HVAC person check the freon level, it may need a re-charging. Is your outside unit kept clean? The HVAC guy can give you a special cleaning solvent to clean all of the little fins out on the condenser unit. If those little fins clog with debris from a few years of neglect, they can seriously hamper the flow of air, thus decreasing the units capability to cool. Another thing you may want to have checked since the unit was run without a filter is the condition of the blower unit, and A-coil. These are probably both dirty if the unit was run for a period of time without a quality filter in place. You will also want to put a new filter in as soon as possible.
I hope this helps you out a bit. It actually did work for me last summer. If the unit is an older model, you may want to think about replacement of the entire system. The newer models run much more efficiently saving money on your electric bill during the warmer months.
I ended up putting a new unit in my home... It is much more comfortable so far this year.... I'm loving it!

a broken pressure switch can cause the system to not cycle and non stop freon will freeze up.

You are running it on TOOOOO COLD. Turn the temp up a bit. If you run it too cold it will freeze up.

its either low on charge or over charged or maybee your evaporater coil is dirty our the evap. fan is not working,bad motor ,burnt capacitor on evapfan motor
