yes, OK, in the womb when the baby is developing it's sex organs we all start out the same, a small bump and a slit. In females the bump turns into the clitoris and the slit the opening for the vagina, in males the bump turns into the penis, the slit closes to form the scrotum. So then you could say the clitoris is a very small version of the penis, and so just as the penis fills with blood and becomes erect and hard so does the clitoris. That's why girls, when we become horny we feel that tingly rush between our legs.

Possible yes but it's more like the clitoris getting swollen than having an erection per say.
