Okay, this is how to wear eyeliner without it looking overdone or trashy. This look works for everyone.
Steps
Find a good black/brown pencil eyeliner, depending on your skintone. If you have really pale skin, don't use black because it will look really unnatural. Use a softer shade of brown or charcoal colored instead. If you have darker skin, use black or dark brown.
The eyeliner you use needs to be the soft kind that really glides on. Don't use liquid eyeliner; it's too hard, too hard to use, and it's more irritating if it gets in your eyes.
Get a good mascara. If your eyelashes are short, get one of the kinds with fiber in it. It will make them look longer. Follow the same color rule as for eyeliner; light skin should go with brown, dark skin should go with black. If your eyelashes are already long, do not get lengthening eyeliner. It looks scary to have eyelashes out to your eyebrows.
Use a metal eyelash curler to curl your upper lashes. Squeeze for about 6 seconds. Get the curler as close to the bases of your lashes if possible.
Apply the eyeliner to the inner rim of your lower lid, only do not put it beneath the rim. It will only smudge and look ugly. Do not put your eyeliner on your upper eyelid because it's too hard to get it close enough to your eyelashes. Trust me, eyeliner on top always looks bad.
Use the mascara on your upper eyelashes only. Brush it on slowly so it won't clump at much. Don't use a second layer, it'll just get too thick. Do not put the mascara on your bottom eyelid. Again, it just smudges and looks WAY too obvious.
Viola! Now your eyes look good and not whore-ish. Complete the look with a good lipgloss.
Tips
To bring out your eyes, get an eyeliner/mascara set that specializes in your eye color. Almay has really good sets of these.
If you're feeling crazy, use a brightly colored mascara. The best stuff is Jane fiber mascaras. There is a bright blue and a bright purple kind that makes your eyelashes brightly colored and really long.

For me because I have such fair skin & live in a more humid climate. I use a brown eyeshadow and an angle brush with a great tip (pictured below).
I wet the brush down (just a little you don't want it dripping into your eye).
Then, Dip the brush in the shadown. Use a nice swift motion following the contour of the eye (you may over-exadurate the length by adding a little extra at the end if you wish).
Only use eyeliner to the center of your eye to the end bwlow your eyes or it overpowers the effect.
The water helps the make-up adhere much better in the humid climate that I live in. If you live in a less humid climate then water isn't necessary. The neutral tones are very recommended for people with bright blue or green eyes. Black is too overpowering.

Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Steps:
1. Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
2. Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
3. Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
4. Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
5. Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
6. Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
7. If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.
8. Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke. Apply less color so your eyes don't appear raccoonlike.
Tips:
You may find eyeliner, particularly the liquid version, difficult and messy the first few times. Practice and have patience.
Wash brushes regularly with makeup remover or a mild gel shampoo.
Never sleep in makeup
The skin on your eyelids are much more sensitive than the skin on the rest of your face. If you sleep with your makeup on, it can cause wrinkles much faster. Always use a gentle makeup remover on your eyes to remove all remnants of mascara, eyeshadow, and eyeliner, then continue with your regular cleansing and toning.
Don't experiment right before you go out, practice beforehand and master whatever you are doing.
Warning:
Lining the inside of the lower lid is not recommended'it may cause eye infections, and it greatly increases the risk of getting makeup in your eye.

The best eyeliner trick for something that adds color but isn't too harsh -- is to take a Q-tip, wet end then swirl in chosen color of eye-shadow and apply along lash line as an eyeliner.

you have to choose the shape that is best for your eye. If you put it on the inside of your lash you will make your eyes look small, putting it on the outer edge is best, and how much depend on your eye shape. look in magazines and make up books for your eye shape and then practice until you come up with what works for you. Also choose an eye liner that is not too hard because you will weaken the skin around your eyes and cause wrikles if it is hard, also do not choose one that is too soft because this will cause running and you will have makeup all over your face. Also use a little shadow over it to set it, this will help keep it in place all day.

I would say..the best way to wear it is on the above lid only. Also, pick colors of eyeliner that aren't too harsh. Like..if you have lighter hair..you should wear brown. If you have darker hair, you should wear dark brown or black eyeliner or mascara.

RIght above where the eyelash starts on the very bottom of the lid. Using a cream pencil seems to work better for me too, instead of a liquid eyeliner.

It depends on the shape of your eyes, if you have big round eyes, then you should wear your liner on the bottom lash line this helps make your eyes look softer not so big. If you have almond shaped smaller eyes you should wear it on your top lash line, this helps make your eyes look wider/bigger although it is the tougher line to make straight. Don't use a black black, go softer with a brown, to go out at night, blue hues are nice.

I wear mine on the bottom and top....I think it looks 100 times better and makes your eyes look brighter and bigger!
