If you don't want to always have to wear makeup then get some blue contact inhancers like the stars do. I have dark brown eyes and my father is an optomistrist. I have been wearing color contacts since I was 9 but obviously since I have dark eyes could not wear color enhancers which are so pretty. They have so many blue colored enhancers to choose from, you could make your eyes look aqua, now that would stand out!

brown eyeliner on the bottom inner lid and an emerald green eyeshadow (not too shimmery, but shimmery) on the top lid to about 1/4 inch above the crease. in the crease, use a medium brown eyeshadow over the green shadow, and from the green eyeshadow to the brow use a beige eyeshadow. for a more funly look, use a turquoise liner on the bottom inner lid and a navy blue mascara on the top lashes only.

Max Factor Liquid Eyeliner (on top) in Rich Black. As far as shadows, do really light colors on the lids with a darker shade in the crease. The more contrast between the light and dark colors, the more they pop. I'd try a light peach on the lid with a deep coppery bronze in the crease, or silvery white on the lid with navy in the crease. Use very light brown eyeliner. I reccomend "Cosmic" by NYC (.50) with light mascara, and dark blue eyeshadow ( not too much, you don't wanna look like a clown!)
