there are seeds.

like automatic qualifiers

the winners of the qaulifying rounds (playoffs) are first seeds, the runner ups are second seeds, so they pick one from the first seed hat, then the runner up hat, if you get me... and different qualification leagues mean you're in different seeds.
like european winners of qualification are first seeds, whereas the oceanic (flight 815) groups, are like 2nd, or 3rd.

so its all about location, location, location, success and stuff.....

the groups are decided by random and are pulled out like they do in bingo. they announce what group they are about to do and pull out 4 teams which go in the group
