This is the problem of how do you "fake his kick"!

The kicker is required to have a continual action when he is going to kick the spot kick! so if the referee think his action is not continue, it is a foul! But of course, the kicker can wait for the Goalkeeper dive to one side and shoot, so you an see some experienced kicker like Louis Figo and Mendiata, they will slow down suddenly befroe they take the kick, and it is acceptable.

A penalty kick is when you are in the 18 yard line (goalie box) and you get fouled by another player then the referee gives you a free kick at the goal.

no, you cant wait for no divin. the keeper's not allowed to dive until the ball is kicked. if he dives, they gotta redo the pk. this kinda seems a rule for the keeper, but it also is for the shooter to prevent this kinda faking.
you can guess, to some point, which way the balls gonna go by the way the shooter's standing in relation to the ball. so the keeper can dive before the ball is kicked to ensure the save, but this rule i just said prevents him from doing that. he can move, left and right, but he cant dive until the ball is shot.

I think you can fake and wait for like a fraction of a second. A lot of star players did that. But I don't think you can wait very long. He will be warned and forced to kick again by Ref.

The GK must not suppose to move his feet until the shooter kicks the ball. If he doves earlier, the shooter can shoot again.
So, he can fake it, but he must touch the ball.

the goalkeeper has to stay on his line whereas players have been known to run up to the ball and then take a slight pause and then shoot
