No if his teammates cannot pass back to him intentionally. That will be a foul ball on that spot even though in the penalty box. But if the ball was passed by his teammates unintentionally, it is ok for him to pick up or touch the ball with his hands.

if a teammate passes it back to him with his feet and the keeper picks it up then it is considered as a back pass and the opponents will have a free kick from that spot
if it is passed back with their chest or head and the keeper picks it up then it is ok

No they cannot touch the ball if it was passed to them by a teammate. Only if the pass was unintentional. If they do touch it, there will be a penalty kick
