why are people carrying away small stones

It means that, if you start small, those small steps will eventually add up to great things.

So, you start moving a mountain by moving small stones. Over time, those small stones will equal the mountain.

Because you can't carry away the whole mountain at once. That is why they are carrying away small stones...you have to move the mountain a piece at a time. It means that if you have a huge job or task to do and it seems impossible, don't try doing it all at once, do it a little at a time and eventually it will get done. Example. The interior of your house needs painting. That's a huge job to do all the rooms. You don't do them all in one day. You do it a room at a time. One day the bathroom. Rest a couple of days. Then work on the kitchen. Etc. Good advice.

It means that if you want to do something big you have to start somewhere small. You can't try to move an entire mountain at once. you have to start somewhere smaller, like the stones at the bottom. You have to take your time and start somewhere small to accomplish something big.
