Because both of your parents have a recessive gene for blue eyes. So that means they can both have brown eyes and as long as they both passed on the recessive gene to you, you would end up with blue eyes. Plus it also means that you lack pigment in your eyes that people with brown or green eyes have. People who are albinos have blue eyes because they lack all pigment.

It is genetic. It is the iris part of your eye that makes your eyes blue. Also usually eye color applies to race groups. (Like in Asians, they tend to have dark colors, like dark brown or even black. Me myself has black color)
