several tips:

-don't load any programs at startup unless you really need them (that is freeing up memory for usefull processes)
-disable any services that you don't need. You can research them on internet to find out what they do. Many of them are not usefull for a stand alone PC.
there is a good utility called autoruns at sysinternals.com
-take out wallpapers, sound schemes, special effects.
-defrag hard drive

if you want to spend some money:

more memory
faster and more harddrives.

Anything else would require practically a new PC.

You can make your computer fast by using highspeed internet and having a separate phone line. Some people still use the same line for the computer and you cannot get then on the telephone. This is kind of outdated!

buy a mac book pro from www.apple.com or burn all your stuff off onto dvd then delete it off the hard drive, clear out any malware / spyware and make sure you dont have any viruses, if so then clean them off too. Then defrag your hard drive.

That or you could always just use linux ie ubuntu :)

Drop it from a very high place, it will quickly reach terminal velocity. or you could try optimizing your startup to keep unneeded processes and programs from loading
