For a newborn - the mom's OB-GYN often does it before the baby's discharged.
For an older child or an adult - see a urologist.

Look up the term merl (pronounced Moy-ol) in your local region. This is the yiddish term for a rabbi who practices cirucmcissions. They have the most experience and are not shy about answering any questions (pain, swelling, etc.)
