Usually an interrogation tactic to try and get people to talk that's "cruel and unusual." Like something that would hurt them (physically or mentally).

Letting a mentally unstable person believe they'll be in torture camp for the rest of their lives when they're due to be released in a matter of weeks. Then, after they've killed themselves, accuse them of attacking the American people as a whole with a malious move of public relations...
Because clearly, suicidal prisoners have nothing on their minds besides starting up ethical debates in the US.

Its punishment that is "extreme". Like instead of giving a lethal injection, it would be like shooting someone in the face. Or if a child does something wrong, instead of a spanking, it would be like getting beat with a bat or something.
