the Previous owner did not check or change the oil very often and now it makes a sound that isnt healthy!

get some help identifying what/how exactly is it busted...hair line fracture, engine block ruptured...etc...ussually you'd do better repairing if its a minor job, anything major an you might as well get a new engine because even though they could get it fixed its integrity and overrall tension stregth is reduced..over time, the same thing will happe again

Depends on the extent of damage, a machine shop could look at it for you and see if they are able to rebore it and put oversize pistons(Do the whole engine) in it, also a cracked piston may be your problem, an 1995 is an old car, maybe your better just getting a new block from GM if the rest of the car is good!

if the previous owner did not maintance his car on time,DO NOT spend anymore money on it.it will drain your wallet so fast.
