I think you should be at least 16. At that age, I think you still need a parent with you so that the piercer has their consent.
I waited til I was 18 and of legal age to do it on my own.

I got mine done when I turned 16. I think you should get it done only if you know you can take care of it and with your parents approval; otherwise 18.

I think that if they're old enough to get thier ears peirced then they are old enough to get thier navel pierced.
I was 12 when I got mine done its I havent had any bad concequences...
