What are some suggestions for a sweet 16 party on a budget? Thanks!?

I don't want to have it at home and since my birthday is in december outside isn't going to work out

Have it at home (or someone else's home). Decorate with balloons (mostly regular ones from a package--and a couple that say "Sweet 16."

Have chips, dips, soft drinks, and maybe barbeque some hamburgers and hot dogs. Make the cake yourself, and get a "16" candle to go in the center. Take the photos yourself--or assign someone that duty.

i agree. have it at your home or a freind/reletives that has a nice
back yard. or, if you cant, have it at a park. you can do themes
like a "sex and the city party" like get martitni cups/glasses
and make drinks with punch/grenedine to make them look like
cosmos(NO ALCHOHAL! LOL) maybe have your girlfrinds dress
up in cool NYC-ish clothes

another idea is a formal dinner party, those are fun, once again have friends dress formally, and you can make hor divores like
finger foods your self, you can find recipies online and stuff
you can serve "3" corses like at a real fancy dinner party. do like
appetizers and entrees and desserts, if you dress them up enough, you can make fairly cheap dishes look fancy, this is an indoors party obviously, get like a cheap linen-looking table cloth
candles, maybe some flowers in cheap lil vases ect, eat with the
lights dimmed, then when you guys are done being fancy
end the night with something silly like going to the movies or going to get icecream because nothing is funnier than getting all dressed up to go do something mundane

reserve a pizza place and have the party there. You can have your own music. Or you can have the party at your house where the pizza is delivered or have a cookout. Having it at your house you can watch movies, dance, eat all at one place. I hope that this helps
