I'm going to assume you are talking about fuel oil and that you have an oil burner. If so then any concentrated citrus cleaner should eliminate the fuel oil smell provided there isn't any leaks in the system and if you have an indoor tank, it should be properly vented outside. I also have used citrus air freshener.

I've used baking soda to absorb the oil if that applies to you, and then Pinesol and scrubbed with long handled floor brush then rinsed.
Plus opened window and doors for good ventilation

There are products to remove it. Can't remember what. Check with a repair garage. They'll know.
