I am having a few problems with my boat, help me out!
65 HP Mercury Outboard.

1.It seems like the motor isn't getting fuel or something. If I run the boat fast and then stop it takes me forever to get it started again.

2.I have to have two passengers set in the front of the boat for it to get any speed.

3. Sometimes it won't throttle all the way, with or without passengers in the front.

start with the simple stuff, tune up. new plugs, adj carbs. are you getting fire to all plugs? if not, check coils. does the bulb collapse when your running? if so, get a new one. if it truly is fuel starved you may need a fuel pump kit. if your getting gas and fire you may need carb kits..... these are just some basics

Sounds like a fuel pump or ignition issue. In any event, unless you're well-versed in internal combustion engines, you probably should just take it to a mechanic.

It sounds like you have trash or gunk buildup in your carbs or fuel pump / filters. have the carbs cleaned and blow out the fuel lines, and check your filters if you have any.

for #2 you need to adjust the trim. the motor angle needs to be lowered, you've got it back too far
