1) Figure the ratio of 5 3/5 to 2 1/10
A ratio is division so you are essentially asking:
(5 3/5) / (2 1/10)

First convert them to improper fractions:
(28/5) / (21/10)

To divide fractions, invert and multiply:
(28/5) x (10/21)

Now you can cancel some common factors (28 = 4x7, 21=3x7)
(4/5) x (10/3)

And do the same with 5 and 10 (10 = 5x2):
(4/1) x (2/3)

Multiply across:
8/3

Convert answer back to mixed fraction:
2 2/3

2) The ratio of 7 dimes to 3 quarters:
7 dimes is 7 x10
70 cents

3 quarters is 3 x 25
75 cents

The ratio is:
70 / 75

Cancelling a common factor of 5 you have:
14/15

In summary:
1) 2 2/3
2) 14/15
