well there is this site by the name voip discount. u can talk on other phone for free but u need to pay some amount. for the majority of the calls the amount is not deducted from ur account. i think it mainly provide free land line calls around the globe.

I use skype for all my international calls. You need to invite your guest to join skype first. it is 100% free member to member. other wise, $0.02 per min on all calls going out member to standard phone. Hope that will help
