Winter Solstice has the least daylight: Dec 21. March 21 and September 21 are the vernal and autumnal equinoxes (when day = night = 12 hours). June 21 = the day with most daylight (in Northern Hemisphere).

The shortest day re sunlight is at the Winter solstice 21st December for the Northern hemisphere.
However there is in reality a variation of the length of days through the year, if taken on the basis of the Sun crossing the meridian. 1st April and 1st October are generaly the shortest days (day + night), the sundial is the only true timekeeper, as our measures of time are all based on corrections and assumptions.
The Astronomical Ephemeris is always a good read to illustrate this point.

The shortest day of the year in Earth's Northern hemisphere is the Winter Solstice (December 21) and the shortest day of the year in the Southern hemisphere is the Summer Solstice (June 21).
So in the UK it would be December 21.

In terms of sunlight hours, winter solstice (usually 21st December).
If you take into account slight variations in earth's rotationals velocity due to water accumulation in vegetation on the continents, probably some date in February when the plants in the northern Hemisphere are at their driest.
In terms of official hours, the day wintertime is turned to daylight saving time, taking an hour away from the day.
