Absolutely.

The protagonist is not always the central character of the play. I believe Brutus is the protagonist (moving from reactive to taking action), but Julius Caesar determines what action Brutus and his co-conspirators will take throughout the play. His legacy hangs over them and literally haunts them, determining the action of the last three acts.
