Lets say this is a group

Brazil
Germany
England
France

that would be a hell of a good group but anyways

if brazil ties England, france and germany
and England ties france and germany
and France ties germany
then their points would look like this

Brazil 3 points
Germany 3 points
England 3 points
France 3 points

Probably a lottery or a coin flip.

From the Wiki, the tiebreakers are

"If teams are even on points at the end of group play, the tied teams will be ranked as follows:

-greater number of points obtained in matches between the tied teams
-goal difference in matches between the tied teams
-greater number of goals scored in matches between the tied teams
-goal difference in all group matches
-greater number of goals scored in all group matches
-a play-off on neutral ground, with extra time and penalties if necessary (in qualifying)
-drawing of lots (at the final event)"

they will decide by goal difference
for example if
bra 1-1 eng
bra 1-1ger
bra 2-2fra
fra 3-3eng
fra 2-2ger
ger0-0eng

then it will look like
bra 3 points 4 goal
fra 3 points 7 goal
ger 3 points 3 goal
eng 3 points 4 goal
then france advances and eng and bra have a playoff match

advance the team which have a better goals diference, if england won 5-0 and the rest won 1-0 england advance, but its very hard that it happen,,, the problem would be if all tie 0-0 ,,,in this case ruled the best rank in the FIFA world rank of nations.,...
