try using a brown or gold or copper eyeliner and eyeshadow and black mascara. the contrast between the brown and your blue eyes will make them stand out and look bright blue, even if they normally look greyish.
be sure to wear a light lipstick or gloss because a bright color on your lips will take away the dramatic effects of your eye makeup.

Wearing blues, browns, and light colors tends to bring out blue eyes the best.

Eyes: A green, maybe goldish color will really bring it out, with some mascara, and eyeliner
Lips: Plain glossey lip gloss.
Cheeks: A little tiny bit of pink. (NOT ALOT!)
Clothes: Either a white shirt, or a blue one.
(Not a dark shirt) For jeans, wear a faded kind. For shoes, wear maybe some light colored flip flops.

wearing smokey grey eyeshadow/eyeliner brings out blue in eyes. as for clothing, orange is a complimentary colour, but i reccomend white tops/black pants. the contrasting colours don't take away from the colour in your eyes, and it will be more noticeable.

the worst thing you could do would be to wear lots of bright blue clothing or makeup, it will make your eyes pale in comparison. Also, you may consider getting a cosmetic type of contact from your optometrist. They're not tinted any colour, they just have white flecks on them to make your eyes look brighter.

Golden tones accentuate blue eyes. You have to be careful though because if you have rosy skin golden tones are going to make you look pastey.

Blue that is paler or darker than your eyes. Don't try to match your eyes because you won't be able to and it will just look hokey.
