Looks like Cuba is one of them.

Some countries did not make a law for internet being illegal but I am sure there are a lot of underdeveloped countries and third world countries that cant even afford getting a computer, let along getting the resources to get access to the internet.

As far as I know the internet is not banned anywhere. There are certain countries which limit their citizens' access to certain commercial goods like cell phones and computers.

I didn't think it would be illegal anywhere. Maybe north Korea or China where human rights are squashed.
