-that they're opinions are valuable/respected
-to let them learn that they're opinion mite cause conflict if its bad...

I am from the US and our country was founded on an inviduals freedom of expression...social harmony aside. You may not wrongly yell "fire" in a movie theater so as to cause panic and chaos, but if your comments are at odds with social harmony, so be it. It has worked for us.

What if that person is expressing dissent on an issue they're unhappy about? If there's something on your mind, better to get it off your chest, even if others really don't want to hear about it...
