err rifling though someone stuff
is more like going through it very quickly and throwing things out of the way, and causing a lot of disorder amonst their things
where as just going through it would be more orderly, probably leaving it in the same order and neatness it was in before you started going through it

"Rifling" is a word I'd use to describe someone who is just pawing through possessions, tossing them to the side, not putting them back where they were, essentially making a mess. A person who would "rifle" like that is clearly looking for something specific.

"Rifling" lends one to believe that you are quickly, with or without permission, searching through someone's belongings for something of importance to you or a reason.
"Just looking through it" usually connotates a slower pace and may not always be taken as hostile since you excuse the action "I was just..." as a simple and common thing that people do.

Rifling through stuff is quick and careless, stuff flying in all directions, looking for something in particular; looking through is methodical, showing interest in objects and not so untidy.
