What you should do first is make a note of the time, and date each time this happens stating what the problem is, ie:, music, shouting, what ever, do this every time, and then keep complaining to the Landlord, if rented, or the council, and the Police if need be, record the noise if you can, without proof you won't have much hope of doing anything, I must add these things work in the UK, and we have rules that have to be kept, you can also go to the CAB, nearest will be in your phone book, but you don't say what country you live, hope this helps, just thought check if anyone else has a problem, if there's more than one fighting this it will help your cause.

It is illegal to make to much noise after 22.00 hours, do not drop to there level as this will make things worse, keep a record / notes on the noise and times even record the noise, complain to the police and if nothing else works see a lawyer with all the evidence and take it from there.

Have you actually approached these people? Did you ever stop to think that the baby might have colic? Did you ever think they are in the middle of renovtions? Do you even know who they are or where they come from or made any attempt to know who they are? Just because they are from another country dosn';t mean they dont know a bit of english how else do they complain about you. Seriously think about this a bit more before you do something stupid?

Complain to the landlord. Tell him to notify the people upstairs that they are violating your right to peace and quiet. You can also call the police and file a disturbing the peace complaint. Next time live on the top floor.

On this one, it is completely up to your land lord. The same situation has happened to me. I live under a woman with multiple mental issues who slams on my ceiling and yells obsenities out her window at traffic. Oneday, my roommate said something to her about it. She called the police on us too!
When it comes down to it, in your lease for the apartment is states that you are entitled to peaceful enjoyment of your apartment. By them constantly disturbing you, it is a breach of that contract. My suggestion is to bring this up to your landlord and cite your contract. If s/he's a slum lord, nothing will happen and you'll probably need to move out. If it's and okay landlord but nothing happens, take them to court for it or move out. Sooner or later, whoever is renting it will get so tired of the turnover of that apartment that they'll kick the people out.
I'm not sure of their situation (if they are on Section 8 or Housing Assistance), but moving them might be harder than you may think.

Complain to the landlord and then go speak to the people.
If that doesnt work speak to the landlord again. If you keep complaining to the landlord he will probably threaten to throw them out. If after that they don stop call the cops.

Try addressing them face to face with the building supervisor with you. Having a moderator/mediator there should keep things professional and civil - and you might be able to have something signed on both parties to make things easier.

Call the department of family and children's services and report the baby's constant crying and suggest to them abuse. They have to investigate and will probably find the living conditions are not suitable for the child and force them to straighten up.

you call the police and the building owner or report it to the city administration, or even go to court, you have the right of your privacy and they are torturing you one way or another
