It kind of depends on how your weight is distributed and whether it's muscle or not. Some people look fat because their weight is in the wrong places, like the stomach or butt. Other people weigh more but carry it better.
People should not be telling you you're fat. I am 5'5 and weigh 145 lbs. I exercise everyday and look toned. For the first time in awhile (I'm 35), I feel really good about my body. I love seeing muscle lines where there were none before. People compliment ME on how skinny I am, and guys tell me I have a good body (see how fickle people are!)
I think if you know you are taking care of yourself, you will feel good about being you. If you need to make decisions to exercise more or stop eating candy or chips, do that to help yourself feel better about you, not for anybody else.
And whatever you do, don't stop eating good food because you can mess up your kidneys and other organs inside of you for life. You are still so young, so take care of yourself.

It is easy to advise you to ignore what people say and just to be happy with yourself the way you are, but that is alot easier said than done - trust me, I know.
At 13, you are probably going through changes in your body anyway. It could be that the extra pounds will distribute themselves more kindly around your body soon. Without seeing you, or knowing more about you, it is impossible to guess at this. However, you are still very young, and it should be pretty easy for you to change your body weight as long as you are patient, and sensible about it. Eat good, healthy food, avoid sugar and fat in excess, and get out and do plenty of exercise. I think it is alot easier for teenagers to do that than adults.
If you feel self-conscious about the way you look, then the only solution is to take steps to make it better. You can do it, and you don't need to go on some crash diet, or make yourself ill to do it either. Proper, sensible weight loss takes time, but you will know when you have achieved the weight you want. People will probably start noticing, too, and start making more positive comments, which will in turn make you feel better about yourself. It might be worth going to the doctors first just to check what your weight should be for your height and build.

Weight is all just an image that's been glorified by the media. If you're not less than 100 lbs, then you're fat.
I'm 5'3'' and 198. People say that I'm perfectly proportioned, but I'm big chested.... normal weight for us (at our height) is anywhere between 120 and 140. Sickly weight is 115.
If you feel good about yourself, dont give a crap about what people say.

WHAT, you're not fat! I'm 3 inches shorter and weigh 110 so that would be porportionate to my height like yours is to your height. You might be 5 lbs heavier than need be. Just excercise for Tone and you should be fine.
YOU ARE NOT FAT!!!!!!!!!!!!!!!!
People think IM thin now that Im older. when I was young they thought I was fat too.
Teenage girls starve themselves skinny, so you're normal -and the skinny complainers ARE NOT
