My husband bought a "used" computer from his place of employment. They cleaned it all off, made it like new, etc... It comes with a TON of memory ( or so I am told ). I don't know much about computers. What I DO know is that it has NO ports to connect our digital camera or webcam to. It also has no sound. How much do you suppose it would cost to get some ports put in, if its even possible, and sound capability and how long does it take to do something like that?

Depends on the computer, how old it is, what type of motherboard it has. A standard intel based PC usually has PCI slots available, in which case you could add a sound card and a USB card to get the ports you need.

there is a usb hub connect them to it if you dont find any so ask him to install a usb card to the mother board it is cheap and usefull

it don't take alot of time .. you need a sound card , (maybe you can find a chip used ) and a usbII/firewire(IEEE1394) card .
but it's better that some one profational check your pc first.
