I am designing a logo for a government program called Home Orientation Management, any tips on starting? Like, tips from say graphic designers on starting from scratch..color at first? etc..

Start by doing some research.

Look at other Home agencies (like Habitat for humanity) and see the common themes. From there build a template that incorporates all the ideas about the government program. Simplify the logo to a cartoon like image (like 99% of all logos are) and there you go, one government logo.

go to go ogle search engine, type free logos design templates, you get plenty.
