I want to let this guy know I'm definatley interested in him without coming right out and saying it. (if it were up to me I would, but it would embarress him cuz he's shy).

Tell him that he really looks nice today or that his shirt brings out his eyes. Maybe tell him something he did was nice or ask him about his weekend. Let him catch you looking at him and give a cute smile.

I don't understand why it would embarrass him for you to be straight forward with him. Unless you planned on telling him loudly in public, drawing attention to both of you.
I assume you have already tried some flirting to drop the hint. If that is not working, then your only option left is to come out and say it. Just make sure that it is a time when the two of you are alone and choose your words wisely. Say something along the lines of "I think you are a great guy and I was wondering if you would like to go out sometime". No matter how shy he is, he should feel honored you asked him and not embarrassed.

Just tell him you are. guys are so simple. they don't complicate things like we do.
