Another player didn't like the trade offers I made to several players and claimed I was colluding with one. Although trades were rejected and vetoed (the system was working) he reported us. We both got locked out and now he is gloating on the league page about having less competition.

You cant appeal being locked out of a Yahoo! League. It is the sole right of the commissioner, and when you sign up for the league, you acknowledge that fact.

I believe Xenmas is right.

If you made a trade that the league voted on and rejected, then it sounds like you either took advantage of the other owner or were taken advantage of by him. The commissioner is either protecting you or the other owner from sharks.

Sounds like the league sucked anyways. Your best bet would be to email the commish to let you back in. If he says no, then you are SOL.
