Noida and Delhi are merged at their borders. Only if you are particular to identify municipal limits, you can spot the border line, otherwise it appears like one city. I hope that you won't be covering the distance on foot. Public transport at late night is very thin in its presence. So, travel in your private car or pre-hired taxi.

As locals, we have travelled and covered the distances between Noida and Delhi at almost all the odd hours from time to time. Just stay alert as you would in any other touring place outside your town or city. Roads are well lit, reasonable vehicles' movement even at late night on Noida side but throughout the night on Delhi side.

Noida and Delhi are well connected by DND Flyway(A toll road)....... This road is really wide and traffic moving is fast and moreover it is surrounded by empty lands on both sides and crosses River Yamuna. Their hasn't been much question about it's safety as of now........ It's safe to travel at night........ But for ur own protection, do carry something..........

Define safe! Once you leave the United States your subject to another countries laws and the USA has no jurisdiction over you. On the other hand you can't let that keep you from exploring the world. I personally would advise a guide who speaks english to assist you.
