I have taught students in non-English speaking country and its NOT easy if you stay in this non-speaking country.
Learning by yourself? Get a job where English speaking people work.
Move to another country for 2 years.
Surround yourself with English speaking people all the time.
Thats the best way. There is no other secret.

Fast you can learn just some essential things, if you want to be able to read newspapers and to watch TV programs in English, then be ready to study English for at least 5 years, after you'll decide yourself if that will be enough or whether you should go on with your studies.
For quick results learn some dialogues and grammar rules, read more, learn by heart 3 forms of the irregular verbs (you need to know them when using different tenses), remember when/in what tenses the 1st form of the irregular forms is used, then in what tenses the 2 nd form is used, the third. Learn how to make negative sentences in each of the tenses as well as how to make interrogative sentences/questions. Write letters formal and informal. The website www.englishtown.com may be of use to you.

I am a native german speaker. I learned a little English in school. After that I kept on reading English books, seing English movies and talking as much as possible. At the age of 30 I made my diploma in English.
Nothing is impossible. Keep on trying.

talk to urself in front of the mirror using English. watch loads and loads of English films. chat with other people in English. read interesting English novels and learn to imitate. feel confident talkin to native speakers and to hell with correct grammar. you will learn from your mistakes. learn to laugh at yourself if you make 'em. no need to fret, stop and give up.
