Actually its a shame that your grammar let you down, if you had said ' is this A good question' then it could be argued that it is indeed a good question, but one which precludes the ability to be answered by dint of fact that any particular subject had been omitted.

However, by using the same parameters, the question can be considered void as not having sufficient information to enable your request to be completed.

Finally, as you omitted that particular 'a' then you are asking if something is good rather than making a specific request pertaining to the validity of the original statement.

My brain hurts.
